He talked about the Stratford Declaration (reproduced below) that emerged. It is a national declaration that calls for a Canadian project.<\/p>\n<blockquote><p>Canada 3.0 \u2013 The Stratford Declaration June 22, 2009<\/p>\n<p>On June 8-9, 2009, over 1500 people interested in the digital economy gathered in Stratford, Ontario to review and debate the opportunities and challenges for Canada\u2019s future. Canada 3.0 brought together industry, government and academia in workshops and discussions all focused on Canada\u2019s digital future.<\/p>\n<p>Recognizing the need for urgent attention to the issues of digital media, the participants in the Canada 3.0 Conference agreed to the Stratford Declaration:<\/p>\n<p>\u2022 Success in digital media will be central to national prosperity in the 21st century. This fast growing field is producing jobs, ideas, products, services, companies and opportunities at a rapid pace \u2013 but Canada is not yet a world leader.<br \/>\n\u2022 Canada has the potential to be internationally competitive in this field on a sustained and focused basis, but it will not get there based on current trends.<br \/>\n\u2022 The foundations of Canada\u2019s digital economy and society are not yet strong and stable. Significant upgrades are required to the digital infrastructure, including both the technological infrastructure and made-in-Canada digital content.<br \/>\n\u2022 Consistent accomplishment in the digital economy will require collaboration, partnership and collective action on an unprecedented national and cross-sectoral scale. Canada must use the digital revolution to reinvent the manner in which this country trains, educates, creates new businesses, cooperates, serves the population and views its collective future.<br \/>\n\u2022 Canada\u2019s competitive advantage lies in its ability to bridge the technological and content fields, and to thereby produce and deliver internationally competitive products and services. The creative talents of this country must be connected to the technological potential of this age.<br \/>\n\u2022 Canada must become a global test-bed for new digital products and services and must be seen as a new economy incubator where consumers, governments and companies are known for embracing digital innovation.<br \/>\n\u2022 Canada needs to produce a regulatory and legal environment attuned to the 21st century and needs to use these arrangements to propel the nation into a position of global leadership in digital rights management.<br \/>\n\u2022 The digital ecology produces global competition for talent, ideas, patents and emerging companies. Canadians need to make a strong commitment to the country as a place to train, innovate, work and prosper if the digital economy is to flourish.<br \/>\n\u2022 There is an urgent need for a national project of such scale, scope and impact that Canadians come to understand the potential of the digital economy and that produces the collaboration, cooperation and cross-country engagement necessary for international digital leadership.<br \/>\n\u2022 Canada must set an ambitious target \u2013 to become the first truly digital nation in the world \u2013 and must move with urgency and determination toward this goal.<\/p>\n<p>Canada 3.0 \u2013 La D\u00e9claration de Stratford Le 22 juin 2009<\/p>\n<p>Les 8 et 9 juin 2009, la ville de Stratford, en Ontario, a accueilli plus de 1 500 int\u00e9ress\u00e9s qui se sont pench\u00e9s sur le dossier de l\u2019\u00e9conomie num\u00e9rique et ont d\u00e9battu les possibilit\u00e9s et d\u00e9fis qui se dessinent pour le Canada de demain. R\u00e9unissant des d\u00e9l\u00e9gu\u00e9s de l\u2019industrie, des gouvernements et du monde universitaire, la conf\u00e9rence Canada 3.0 a \u00e9t\u00e9 le th\u00e9\u00e2tre d\u2019ateliers et d\u2019\u00e9changes portant sur l\u2019avenir num\u00e9rique du Canada.<\/p>\n<p>Conscients de la n\u00e9cessit\u00e9 de porter une attention imm\u00e9diate aux enjeux li\u00e9s aux m\u00e9dias num\u00e9riques, les participants de la conf\u00e9rence ont ent\u00e9rin\u00e9 la D\u00e9claration de Stratford :<br \/>\n\u2022 Au 21e si\u00e8cle, la r\u00e9ussite des m\u00e9dias num\u00e9riques sera au c\u0153ur de la prosp\u00e9rit\u00e9 du pays. Emplois, id\u00e9es, produits, services, entreprises et d\u00e9bouch\u00e9s se multiplient \u00e0 un rythme effr\u00e9n\u00e9 dans ce domaine en plein essor. Cependant, le Canada n&#8217;y occupe pas encore une position de chef de file mondial.<br \/>\n\u2022 Le Canada poss\u00e8de tous les atouts requis pour affronter de fa\u00e7on durable et cibl\u00e9e la concurrence internationale dans le domaine. Cependant, ce potentiel ne se r\u00e9alisera jamais \u00e0 moins que le pays ne change de cap.<br \/>\n\u2022 Le Canada ne dispose pas encore d&#8217;assises stables et solides en ce qui touche l&#8217;\u00e9conomie et la soci\u00e9t\u00e9 num\u00e9riques. L&#8217;infrastructure num\u00e9rique doit faire l&#8217;objet d&#8217;am\u00e9liorations marqu\u00e9es, notamment sur le plan de l&#8217;infrastructure technique et des contenus num\u00e9riques de confection canadienne.<br \/>\n\u2022 En mati\u00e8re d&#8217;\u00e9conomie num\u00e9rique, la coh\u00e9rence des r\u00e9alisations n\u00e9cessite une collaboration, des partenariats et une action concert\u00e9e sans pr\u00e9c\u00e9dent \u00e0 l&#8217;\u00e9chelon national et intersectoriel. Le Canada doit profiter de la r\u00e9volution num\u00e9rique pour r\u00e9inventer ses mod\u00e8les de formation, d&#8217;\u00e9ducation, de cr\u00e9ation de nouvelles entreprises, de coop\u00e9ration et de service au public ainsi que pour revoir la fa\u00e7on dont il envisage l&#8217;avenir collectif de la nation.<br \/>\n\u2022 L&#8217;avantage concurrentiel du Canada tient \u00e0 sa capacit\u00e9 de conjuguer techniques et contenus et, ainsi, de produire et de diffuser des produits et services comp\u00e9titifs dans l&#8217;ar\u00e8ne mondiale. Les talents cr\u00e9ateurs de ce pays doivent \u00eatre \u00ab branch\u00e9s \u00bb sur les possibilit\u00e9s techniques de notre \u00e9poque.<br \/>\n\u2022 Le Canada doit devenir une plateforme mondiale d&#8217;essai des nouveaux produits et services num\u00e9riques. Il doit \u00e9galement \u00eatre per\u00e7u comme un incubateur de la nouvelle \u00e9conomie o\u00f9 consommateurs, gouvernements et entreprises se distinguent par leur capacit\u00e9 de faire place \u00e0 l&#8217;innovation num\u00e9rique.<br \/>\n\u2022 Le Canada doit se doter d&#8217;un milieu r\u00e9glementaire et l\u00e9gal qui s&#8217;accorde avec le 21e si\u00e8cle. Il lui faut \u00e9galement miser sur de telles dispositions pour se propulser au sommet du palmar\u00e8s mondial de la gestion des droits d&#8217;auteur \u00e9lectroniques.<br \/>\n\u2022 L&#8217;\u00e9cologie num\u00e9rique alimente la concurrence mondiale sur le plan des talents, des id\u00e9es, des brevets et des nouvelles entreprises. Les Canadiens doivent s&#8217;engager r\u00e9solument envers leur pays pour en faire un lieu o\u00f9 apprendre, innover, travailler et prosp\u00e9rer. Le d\u00e9veloppement futur de l&#8217;\u00e9conomie num\u00e9rique en d\u00e9pend.<br \/>\n\u2022 Il est urgent de lancer un projet national d&#8217;une envergure, d&#8217;une port\u00e9e et d&#8217;une incidence telles que les Canadiens en viendront \u00e0 saisir les possibilit\u00e9s offertes par l&#8217;\u00e9conomie num\u00e9rique et qu&#8217;il en d\u00e9coulera la collaboration, la coop\u00e9ration et la mobilisation intersectorielle requises pour l&#8217;exercice d&#8217;un leadership num\u00e9rique mondial.<br \/>\n\u2022 Le Canada doit se fixer un objectif audacieux \u2014 devenir la premi\u00e8re v\u00e9ritable nation num\u00e9rique du monde \u2014 et s&#8217;employer prestement et r\u00e9solument \u00e0 atteindre cet objectif.
